It's really going to take a catastrophic event to get the proper emphasis for funding volcano eruption monitoring. In a way AVO has been a victim of its own success. AVO has been doing lots with little. Now with the loss of UAF as a ready source of labor and talent, the capability to monitor and report will likely rapidly degrade. the issue of conflict of interest is a retrograde action for USGS protection and likely a distraction from their congressionaly mandated responsibilities.
